La suppression de la taxe d’habitation pour 80 % des foyers fiscaux français va créer un manque à gagner de plus de neuf milliards et demi pour les communes, d’ici 2020. Le gouvernement a promis de le compenser, mais certains élus s’inquiètent.
The reduction of the property tax for 80% of French households is going to create a loss of revenue to the communes of nine and a half billion between now and 2020. the government has promised to compensate, but many elected representatives are worried.
L’exécutif s’était engagé à supprimer la taxe d’habitation pour 80% des Français. La promesse sera presque tenue, selon la commission des Finances du Sénat : en 2020, 78,67% des foyers fiscaux français ne paieront plus cet impôt, qui est aujourd’hui une ressource importante pour les communes et les intercommunalités. En se basant sur les données de l’administration fiscale, les parlementaires ont simulé l’impact qu’aura cette réforme dans chaque ville ou village du pays.
The state is engaged in wiping out property tax for 80% of French people. The promise will soon be activated, according to the commission of Senate Finances: in 2020, 78.67% of French households will not be paying this tax, which today is a big resource for the communities. The parliamentarians say they will monitor the impact of this reform in each village and town of the country.
D’après leurs chiffres, sur les 28 millions de foyers fiscaux actuellement soumis à la taxe d’habitation, plus de 17 millions de foyers vont en être exonérés d’ici à 2020, auxquels viennent s’ajouter les 5 millions qui bénéficiaient déjà d’une exonération ou d’une taxe d’habitation nulle. L’exécutif a promis de compenser le manque à gagner, mais certains élus doutent de sa capacité à tenir cet engagement.
According to the figures, of the 28 million households under the property tax, more than 17 million households will be exonerated and the tax will be reduced to nothing. The executive has promised to make up the loss but many elected representatives doubt their capacity to make up the short-fall.
Un manque à gagner conséquent pour certaines communes. The loss will have consequences for many communities.
Il faut dire que l’enjeu est de taille. Dans certaines communes, tous les résidents ou presque sont concernés : c’est le cas par exemple à Sallaumines, 9 776 habitants, dans le Pas-de-Calais. Manque à gagner pour la ville : 1,3 million d’euros en 2020. Le maire communiste craint que la réforme ne se fasse “au détriment direct des habitants”.
It is said that what is at play is huge. In many communities, all or close to are effected: for example in Sallaumines, 9,776 residents in Pas-de-Calais. The loss of revenue for the town: €1.3M in 2020. The communist Mayor fears that the reform will be “to the direct detriment of the inhabitants”.
For example in Pas-de-Calais: in this community by 2020 practically nobody will be paying property tax. The Mayor is worried.

The artistic side involves writing under the nom de plume of Billy Olsenn, his recently written play 'A Case of Wine' was staged by the players group Straight Make-Up at the 2012 Birr one act drama festival. It's next staging was in the one act circuit is in Cavan, at Maudebawn on Sat 10 Nov 2012. Then it was performed in the Bray, Co.Wicklow at the very popular one act festival in January 2013.
Next play is FEAR. A dark tale about revenge on the cruel death of two pensioners by young thugs. Neighbours hatch a devious and dangerous plan to exact old-style revenge. Bill is a member of the Drama League of Ireland and his plays have been critically vetted and certified as original pieces of work by the DLI.
Another literary project is that of commemoration of an aircraft crash on Djouce mountain in Wicklow in 1946. Bill wrote articles for the 50th, 60th and most recently the 70th anniversary, (12 Aug
2016) all were published in the Wicklow Times and ensured the survivors of the crash, all French Girl Guides, were not forgotten. Articles reproduced on this website.
But mostly this site gives a more general European and specific French slant on popular and not so popular articles of French news, translated to English by the author. Each article is translated on a paragraph by paragraph basis so easy to read in either language and even possible to improve either language by comparison of the short English and French paragraphs. The author is currently writing an easy to read technical aviation book centered around the Fokker 50.
Another interest is that dealt with in another of Bill's websites www.realnamara.net, a Statue of the mother of God, Mary. It was erected in 1972 in Dublin, at the end of the Bull Wall near Clontarf, and my grandfather William Nelson, was the main instigator of that project. I give talks on the history of the statue and my grandfather's adventurous and dangerous life at sea.
